Many people wondered why on earth google had put a country field in there CR-48 Pilot program when it was restricted to residents of the US only. well it seems that the question has been answered here.
Yes it seems that Google do indeed want the pilot program to international but haven't managed to get the right certification for the wireless and 3g radios yet.
This report would also make sense as there have currently been only an estimated 14,000 CR-48's of the 60,000 google promised have been shipped.
So here hope for everyone (including myself) who lives outside the US.
